Compliance Assurance System

Restricted Substance Controls (RSC) define the actions and mechanisms you can take to prevent restricted substances from inclusion in your products. To ensure RSC are effective, the procedures should be integrated into an overall Compliance Assurance System (CAS).

  • EU Enforcement authorities and OEM customers are requesting documentation of producer’s RoHS compliance procedures to demonstrate that appropriate systems are in place to ensure on-going compliance.
  • China RoHS will require CCC certification, including the submission of compliance documentation.
  •  IEC/TS 62321 “Guidance for assessing compliance of finished goods with respect to restriction of use of hazardous substances” is in development by the IEC/TC111 standards committee and will define documentation requirements for compliance procedures, supplier information, manufacturing and assembly, and analytical testing.

Compliance procedures should be integrated into your quality management system or environmental management system if one exists.

Have you documented your RoHS Compliance Assurance System (CAS)?

The “RoHS Enforcement Guidance Document” specifies two documentation routes towards demonstrating RoHS compliance. Both routes require evidence of compliance assurance procedures. 

  • Route A: Process based Technical Documentation
    • Compliance Assurance System (CAS)
    • Evidence of Active Control of the CAS

  • Route B: Product/Part-based Technical Documentation
    • Producer/Supplier certificates and materials declarations
    • RoHS categorization and exemptions
    • Analysis Reports
    • Documented compliance procedures and evidence that internal procedures are being followed.
